I enclose herewith copy of the second official statement drawn up by the French and British Councils
( enclosure 1). It was however never published, having bem held back at the request of Er. Eugene Chen while the subaequent negotiations were still proseeding.
When the settlement was rejected, my French ∞lleague and I asked Mr. Chen to arrange for us an interview with Dr. Sun, to whom we intended to appeal, He suggested that we had better do so through the omnisadamer of Foreign Affairs as the regular official channel. We accordingly saw Mr. Bo Ping-sheung, who readily undertook to make the arrangements and who placed his motor oar and his motor boat at our disposal. Our application had however to pass thèaugh the hands of Kr. 7. 1. Wu, whhamugɑn Kr.
bo's attitude changed, and every device was sought to prevent us from obtaining the interview. I enclose mpies of correspondence with the Qımissioner of Foreign Affairs on the subject {enolosures 2 5). My French ✪lleague and
